我有点疑惑
如果是That tests主语,为什么不用Those
That tests can actually give measurement of the language skills of the students如是主语从语的话can似乎也用问题
我想is questioned是谓语用被动语态肯定没问题. 用is前面肯定就是主语从句了
所以一楼想法不错,我觉得是不是应该把That改为those

原因如下:
原句有错,因为一个句子里出现了2个谓语give 和is questioned.为了改正,可以把句子分割,就是一楼构造分句的方法.每个简单句当然就可以有一个谓语动词了.

如果想保持原复杂句完整的结构,还有一种解法:
That tests'actually givjing measurement of the language skills of the students ( is questioned )by many teachers.此时,句子主语就变成了That tests'actually givjing measurement of the language skills of the students 这一串.谓语is questioned.无宾语.
